Amon has Issues with just about anything. One shot of Amon and Robin sitting in the car and brooding made me think, "man, that car must be a bottomless pit of passive-aggressive sulking." So Amon's Issues, Robin's age/naivete, and their reticence all combine for a very interesting dynamic (which can also be seen as quite 'shippy but is pretty hard to write as such, I can imagine). But, yeah, Amon with a teenage girl? Makes me giggle. It's too bad the Sci-fi channel folks seem to have changed their mind about making a live action WHR show, because this would've made for some great interactions between real actors. Except, I'm sure they would've simply made Robin older and ruined the great potential of this relationship by making it a straight-forward romance.
I think throughout the series Robin is more than a bit obsessed with Amon, but it's probably because he's so mysterious, silent, and closed-off. She is probably attracted to him, but mostly she wants to understand him and is frustrated because he's pretty much a brick wall. As far as fannish speculation...A teenage girl who is awakening sexually is likely to think about a man she has a lot of interaction with and Amon is, well, pretty hot for someone confined to animation cells. I can imagine she'd be pretty shocked to realize that her feelings for him have taken such an interesting turn. :)
