The horse is 32 and the owner is 76, forcing them off their land amounts to elder abuse IMO. Be polite because you will be more likely to be taken seriously.
Here's what I sent them.
I am writing to let you know I read the news article about Peter Rabbit, the 32 year old horse who is being forced to leave his life long home because of zoning laws. I just wanted to tell you that it is actually inhumane to rehome a horse that age. He appears healthy and stable now, but old horses like old people can be very fragile even when they look healthy, and all it would take would be an injury during moving or even a bit of stress adjusting to a new home to cause him to suffer and perhaps die. More over, his owner, Harley Scott, is 76 years old, and he has own Peter for half his life. He obviously cares for Peter very much, the horse's condition is excellent a horse half his age, let alone one that's 32. They only get that way due to good care. Taking an old man's lifelong pet away is wrong. The horse has lived on those acres all his life, why can't an exception be made and he be grandfathered in?
More info at Fugly Horse of the Day. The horse in question is not a fugly, he's really cute and shiny and fat, and looks happy. Good horse ownership should be rewarded, not punished.
